Power to transfer unexpended moneys allocated to recurrent expenditure to another allocation within the same Programme, or to another Programme under the same Head of expenditure, 6. Power of Minister of Finance to vary the maximum limits specified in the Second Schedule to this Law. 7. Power of Nations State Assembly to amend the Second Schedule to this Law.
