Financial provisions in respect of certain activities of the Government for the financial year 2010. 4. Payment from the Consolidated Fund or any other fund or moneys of or at the disposal of the Government, of advances for expenditure on the activities referred to in section 3, during the financial year 2010.5. Power to transfer unexpended moneys allocated to Recurrent Expenditure, to another allocation within the same Programme or to another Programme under the same Head of expenditure. 6. Money allocated to the ?Development Activities?? Programme may be transferred to any other Programme under any other Head.7. Power of Minister to limit expenditure previously authorized.8. Power of Minister to vary the maximum and minimum limits specified in the Third Schedule to this Act. 9. Power of Parliament to amend the Third Schedule to this Act. 10. Certain expenditure and advances made under Resolution passed under Article 150(2) of the Constitution deemed to be included in the First Schedule and Third Schedule to this Act.11. Expenditure and advances authorized under article 150 (3) of the Constitution to be deemed to be included in the First Schedule and Third Schedule to this Act.12.
