Power to transfer unexpended moneys allocated to recurrent expenditure to another allocation within the Programme or to another Programme, Under the same Head of expenditure. 6. Power of Minister to limit expenditure previously authorized. 7. Power of Minster to vary the maximum and minimum limits specified in the Second Schedule to this Act. 8. Power of Parliament to amend the Second Schedule to this Act.
